Terms of service

The terms you agree to when you use Neer.

These terms are the agreement between you and the operator of this installation of Neer. Using the service means you accept them.

These terms govern access to and use of Neer for all members, managers, and administrators across registered messes.

1. What Neer is

Neer is a record-keeping service for a mess: a shared-living household that buys and cooks food together. It records meals, costs, utility bills, duties, payments and balances, and computes figures from those records.

2. What Neer is not

  • It is not a payment service. Neer holds no money, moves no money and connects to no payment gateway. A payment in Neer is a record of a transfer that happened elsewhere -- cash, bank, or mobile financial service. If the record and the transfer disagree, the transfer is what happened.
  • It is not an accounting or tax service. The figures are the ones your mess entered, divided the way your mess configured. They are not audited and are not advice.
  • It is not an arbitrator. Disputes about money inside a mess are between the members of that mess.

3. Your account

  1. You need a working email address, and you must verify it before you can create or join a mess. Until then the account can sign in and edit its own profile, and nothing more.
  2. One person, one account. Do not share credentials -- every action in a mess is recorded against the account that took it, and a shared account makes that record meaningless.
  3. Keep your password to yourself. Nobody operating this service will ever ask for it.
  4. You are responsible for what is done through your account.

4. Messes, managers and who controls what

  1. Whoever creates a mess is its manager. A manager configures meal types, the billing cycle, utility heads, duty rotations and fines, approves costs and join requests, records payments and closes the month.
  2. A manager can see and change everything inside their own mess, including your meal records and your balance. Joining a mess means accepting that.
  3. A manager cannot see any other mess. Neither can you.
  4. A mess must always have at least one manager. The last one cannot leave or be demoted until somebody else is made manager.
  5. Platform staff can suspend a mess, and can open a read-only support session to look at one. A support session writes nothing, is limited to thirty minutes, cannot be extended, and is recorded in the audit trail. Members are not hidden from the fact that their mess is suspended.

5. Money records, and why they are not editable

  1. The member ledger is append-only. A mistake is corrected by adding an entry that reverses the wrong one; nothing is deleted or overwritten. Both entries stay visible.
  2. When a month is closed, that month's meals, costs and utility amounts are frozen for everybody -- members, managers and platform staff alike. There is no override.
  3. A closed month can be reopened by somebody with the permission to do so, with a reason that is recorded. Closing it again creates a new revision and marks the previous one superseded. The previous revision remains readable.
  4. A meal for a past day cannot be added or changed after that day's cutoff time. History is what was eaten.

6. Acceptable use

Do not:

  • try to reach data belonging to a mess you are not a member of;
  • probe, scan or attack the service, or try to get around a permission check;
  • upload anything unlawful, or a file you do not have the right to upload;
  • use the service to harass anybody, in a mess or outside one;
  • automate against it in a way that degrades it for other people.

Receipts and profile pictures are the only files you can upload, they are checked by content rather than by file name, and they are served privately. Anything that is not a real image is refused.

7. The demo

The live demo runs on invented data held in this repository. Nothing you do in it is stored, nothing in it is anybody's real information, and it is not a preview of your own mess.

8. Availability

The service is provided as it is, without a warranty and without an uptime commitment. Maintenance may make writes unavailable for a period; reads generally continue. Keep your own copy of anything you cannot afford to lose -- statements and closing summaries can be downloaded as PDFs.

9. Ending it

  1. You can leave a mess at any time, subject to clause 4.4, and can settle up on the way out. Leaving does not cancel money you owe.
  2. The operator may suspend or end an account or a mess that breaks these terms. Where it is possible to say why, they will.
  3. Records of money already recorded are kept after an account ends, because the other members' figures were computed from them. See the privacy policy for what is kept and for how long.

10. Liability

To the extent the law allows, the operator is not liable for indirect or consequential loss, or for a figure that is wrong because of what was entered into it. Nothing here limits liability that cannot be limited by law.

11. Changes to these terms

These terms can change. Every version is kept: the page is stored as an append-only list of revisions, so an earlier wording can always be produced. Material changes will be announced in the product.

12. Governing law

These terms are governed by and construed in accordance with applicable local laws and dispute resolution procedures.
